-Serious Sam 4 Editor Help- (Where is the startup file?)

Where is the startup file? It is not in the game folder and I cannot find it in Steam. Perhaps a stupid question but where to download Serios Editor 4?

Terminal Meltdown has Serious Sam 4

You have to turn TOOLS on in your games library to see the editor and install it from there.
