Custom nation compatability with uninstalled mods

Let me give you an example. Say that write in a policy from someone else's mod. The nation will load the policy with your values if you ever subscribe to that mod. Can this be done?

Basically, you want your modded nation to start the game with a modded policy already implemented, but to ignore that policy if that policy doesn't exist (ie, not installed)?

It will work, but only upon starting a new game. Installing/uninstalling will not affect existing save games.
