Creative or Sandbox mod
I am using my city builders to do some world-building and I am wondering has anyone seen a decent sandbox mod? I did a few quick searches and couldn't find anything outright.

Note: this is an old mod. It might not work with other mods that use newer modkit version.

Thank you - I've just stripped my game for this concept so modkit versioning issues shouldn't be an issue.
