Standard Licence:
I would assume overkill would have to be the one buying the licence too to use this.
However, I must say, for yourself and any future creators, that even though you technically have the right to use other people’s artwork for your own skin creations, I would certainly advice that you design them yourself, or specifically gain the rights to use them for PAYDAY 2 workshop purposes.
If the legal rights to use someone else’s artwork is shady or ambiguous, Overkill may reject your skins to protect against being liable for copyright infringement.
I always recommend that a user design their own artwork personally, as to avoid these issues in the future.
