How do i create a custom idol?

This is my first time modding and I wanted to create new characters. Theres not much information and i feel like Im going crazy. I tried following this website, but I cant seem to find the files, like locallow and idol manager/cache

This comes from the itch.io when someone made an official mod software. In it has a guide to making custom idols. I've used it myself for the mods I have shared with the community.
