Tunnel or Excavation...

Greetings, I was curious if there is a mod I am not seeing or if someone would be interested in making a mod that either makes it easier to place tunnels or allows your builders/laborers to dig/excavate a pass through a hillside. I got this one place that I can't build a road over, can't build a tunnel under, yet my citizens will calmly walk right over the hill. Thanks for your considerations.

There's the Flatten Terrain Tool mod. It's an old mod but should still work without causing any issue.
Make sure you save your game before you start messing around with the flattening, you can't cancel it and "regrow" hills if things look way too ugly.

(and make sure you don't flatten/raise the ground in the main river to the point of blocking it, as that'd confuse the Trading boats)

Side note: Your workers need to be able to clear the trees before the terrain gets flattened. If the slope is too steep for that, placing a tunnel first will help as that clears the trees. Cancel the tunnel's construction and flatten once the trees have vanished.
