Publishing a crosshair as a mod is pretty easy - since I made my crosshair recently.
Just start launchpad.exe, put these DDS Files not in source, but in the output folder... and publish it...
After that you need to subscribe the mod in the steam workshop first AND activate the Mod in the NS2 Main Menu in "Mods" first. Before that it won't be activated.

Using a crosshair without a mod has the advantage that you don't need to reactivate the Mod after every patch, since they're deactivated by default
