No. I am pretty sure it does not. You are forced to be in eternal WAR.
My son and I find this game mechanic very annoying.
Same with forced Alliance.
The play choice for either one, or the other.... is just strange and limiting.
It takes a way much from Player creativity and political play-thrill.
Can you do that? You can Break the alliance whenever you want, with the fellow player? Does that automatically pit you against them as an Enemy of war, then? Or; do you just become neutral with the Player.
