Faction wide effects are in what packfile?

I want to either buff or debuff an entire faction's hitpoints but I cannot find where faction wide effects for each faction are in the packfiles.

I have looked through the entire db file and cannot find any reference to like "Karl Franz" faction effects for example .... is it under lords? or factions? or campaign?

It seems like a pretty easy file to find ... every faction needs one that gives them thier trait. Is it under traits? i will check

I think it is under "traits" but when i explored that file I did not find the trait information to match what I see in game

Thank you to anyoen who can help. I have looked through mods that add new factions thinking it could find it easier there but still could not.
