It's currently not working for me either.
If it's not working, then look into :
Steam\userdata\Some_Number\ugc\referenced\Another_Number\mod
You will still have to create your own modname.mod files.
The easiest way is to copy the descriptor file out of the zipfiles and rename them according to the zip file name.
That folder structure is nowhere to be found.

I've noticed that when I sub to a mod in the workshop steam wouldn't even add it to its download queue.
I don't understand what kind of integration they did to this game, I'd expect that from some novice company - Not valve.
Please don't tell me you used Windows search for that exact address,
instead of simply looking it up in Explorer yourself. It's there.
I just can't tell you for sure what numbers those two folders will have.
Hence the two folders in italics in that path.
IF it isn't at that address, then still somewhere in userdata, assuming
you have subscribed to mods beforehand...and that they got downloaded.
On the Workshop, it worked perfectly fine regarding the download until Steam changed
things with the interface settings regarding "cloud synch". Then it worked again, then Steam changed things again without need and bam, back to having issues.
All that said, i assume you have selected "Enable Steam cloud synchronisation" in Steam Settings-Cloud, as that's required for it to work first of all.
I imagine that the number you are referring to is the app#, which is 203770 for CK2 and the other one might be for a revision or release, but i don't know.
As previously mentioned - That folder structure is nowhere to be found.
I'm using Win10 Pro - Could it be that folder conventions have changed somehow?
I remember windows environment had previous similar issues.
I attribute my issue with the game to my inability to keep with the times and various updates - I'll check that cloud sync in hope that it'd be on the nose.

Alright then. I'm born in the 70s by the way.;)
The first number should be your Steam ID, the second is probably the mod specifc ID,
as they have individual folders in 'referenced'. At least in my case.
I found a 203770 named folder somehwere else in another folder past the
Steam ID numbered folder, but there is nothing, contrary to the address i provided.
I got 10Pro too. Have you searched manually ? I ask,as if Steam is installed in C,
then Windows search will probably not find it. Win10 shenanigans. Don't ask.
You can find the Steam folder as well, by going to "Browse local files" in the properties for the game in the SteamLibrary.
I know no mortals who don't have issues with Windows or Steam, so you sure have company,
no worries. :)
Oh you haven't ? Not sure if that sync options is enabled by default.
Would explain the full folder structure i provided not being there, but then the
download into the Documents directory might actualy work for you afterwards.
Definitely enable it if it isn't.
Steam had that option in the game properties originally,at least for CK2 too,
but not anymore. Still, back then you had to enable the option at both places.
Without it checked there will probably be no download at all.
No matter into which folder.
It was that cloud sync being off that gave me the bother, now the mod tab in the launcher works.
