Grab the 1.75 version of Colonial Charter, not 1.71.
Banished got updated to version 1.0.7 last year and the mod linked above was made for the previous one. It can't really handle all the new flags/limits that were added.

You need this one which has a couple of bug fixes and was made with the last version of the modkit, for the last version of the game:
