Choosing any NWI playlists to start solo game will practically block any advanced server modding.

the arsenal mods i downloaded by subscribing work fine on solo, i just want to know how to activate the ones downloaded when joining custom servers so i dont have to redownload them
There might be some forced paths the command is not looking into.
same place where all the server downloads go, C:\Program Files (x86)\Steam\steamapps\workshop. but there is no theater files in any of them. my guess is the theater file is hosted on the server and the game only downloads the assets needed
The theater has to exist on client in order to properly load on such, hence why this game has so many issues when you connect to the server with modded theater for the first time and it has not pushed it yet to the client, forcing it to reconnect (welp, there are even more bugs with the way Theaters are handled on client, but I digress :3)
If the mod is in current Steam Workshop, for theaters, sounds, skins, models, etc. it will be in VPK file which the game seamlessly loads in.
Mods from old workshop has to have filepath attached to them.
Might be that because the client isn't technically subbed to the item it does not look for that mod ID, hard to tell.
So the mod, and its location, origins, etc. all matters.
It would help to know what mod are you even trying to load in. Is it on workshop ? If so, sub it manually (there won't be 2 mod files in this case).
If not, you need to investigate where it is and how it was delivered to your client.

Yes, the mods i want are also in workshop. But since i already have all the files downloaded from when i joined the custom online server; I'm trying to find a way to activate them for solo offline play.
If i subscribe to those same mods, I have to download a new copy of the same mod, but it goes to (C:\Program Files (x86)\Steam\steamapps\common\insurgency2\insurgency\custom).
any of these armory mods, i am subscibed to one and it works fine for solo, i have somo of the others already downloaded from the online servers but i cant start them solo offline, console says the theater file does not exist
If it doesn't, it might be because you still need to subscribe to them (we didn't really test this case back when I was at NWI).
The only Workshop items that dupe files are the legacy items uploaded by ISteamRemoteStorage (uploaded/updated earlier than 2015).
In which case a binary blob file is downloaded to ..\steamapps\workshop\content\222880 then the actual data is extracted and copied to ..\insurgency2\insurgency\custom\Workshop
It seems all of the theaters you linked are ISteamUGC items meaning the only files you will have will be in ..\steamapps\workshop\content\222880, and assuming you connected to the server using exactly these item IDs from Steam Workshop, there won't be a second copy if you subscribe.
That's why I keep asking you about if you are certain about the server mods you are trying to use.
