You Problem is the SteamCloud for Alyx


Give it a try following:

- deactivate your Internet

- delete the folder "Save" completely
... \Steam\teamapps\common\Half-Life Alyx\game\hlvr\SAVE

- start the game without internet connection and make a save point on the balcony scene at the very beginning. You can of course also play further it doesnt matter, but important is to save the Game (important that the new folder "Save" is created) . When you have done that close the game completely and reactivate your internet connection.

When you start Alyx now you will be asked if you want to download data from the Steamcloud or from your PC -> select PC and continue playing Alyx normally. Then you can download Mods again normally and select and play them.
