What sort of action bar are you asking for?
Just about every thing is already available on HUD and/or keybored.
Command abilities are F1-F8. Units/Buildings can be set to control groups Ctrl+1 to 0. Available unit commands are on bottom left corner each with hotkeys.
Don't think Patrol would be to difficult given that they can be scripted in the Map Editor but don't know if he'd implement it in game.
I believe he's considered allowing building's waypoint go to a unit, Could be wrong but may have been something he's going to look into already.
Can't recall anything said about Waypoints for units.
Building repair is NOT going to happen. It's intended to be this way.
Voice Actors - Wouldn't count on it. It's made by one person apart from a few others that helped with models.

The deselect is a bit of a shame, currently you can drag a box over nothing to get around this.
Units don't auto attack structures. Given some missions that's a good thing.
As well as that, very few older RTS didn't do this either. My guess for it would be to feel as they used to.
Added: You've put this in Workshop Discussions and not the forums. I would recomend you place this over there where the dev is more likely to see it.
