Old Discussion, but Best Mods?
I want to say I'm ideally looking for mods in two categories. Mods/packs that boost the vanilla game (like increased resources, terrain changing, population moving fixes), and total conversions (like apparently colonial charter)

try the mega mod, or black liquid..
i play the mega-mod, with a few addons, like the globe theater, and a church addon
