Well, simple example... Fatshark has the license for End Times , but not for everything Warhammer . People would start to make Mods for every Games WOrkshop Franchise using the Assets from this Game... and then Fatshark probably would get trouble with Games Workshop.
For example, someone could easy make a whole Mordheim Game from the Assets already included in the Game, or they could add Orks or something else belonging to the Warhammer World... but not the End TImes franchise...
And of course its to prevent that everyone runs around in Golden Armor with 10000 feathers on his Hat, which perhaps are so bad optimized or so good simulated that it would eat away 50% of Hardware Performance from other Players....
There are many things one has to think about not only cheating problems
