How do you add flyover text on ability or effect?
What's the approach here? I can't tell if I'm doing something wrong, or if one of the effects I'm already adding is masking/hiding it.

I have the ability's LocFlyOverText set up correctly in XComGame.int, but I can't tell where I'm supposed to use it so it displays.

This is primarily controlled by the abilities' visualizer track and certain effect's Visualizer tracks. If the effect or ability does not have a X2Action_PlaySoundAndFlyOver X2Action, then the flyover text will not appear. I think if you're custom effect extends X2Effect_Persistent, then maybe it will appear? I generally don't mess with it unless I have to.
