How to affect building variations
I was looking into trying to change what's displayed as a city grows, hopefully to make it so that a late stage adeptus mechanicus city has more plasma coils and less uniform smokestacks. I'm having trouble finding out where to control what buildings are used and what determines when the models change. I think(?) I've found where the building files are stored but they're .msh files and the programs I've tried so far don't seem to work in opening them. Any help would be appreciated.

Maybe try and delete meshes from Video/Meshes/Buildings/AdeptusMechanicus, forcing it to pick only the one you like?

Maybe copying (and renaming) meshes will skew the probabilities? (Like if you have 10 meshes with generator and one with smokestack, it will pick the generator ten times out of eleven?)

Never tried it, so no idea if it will work. However, I don't think you can modify an xml to change that, so it will most likely have to be some trick like I said.

I'll need to mess around with those files then. Honestly my ideal fix would be to somehow go in and add some plasma coils to the smokestack buildings or make entirely new models. Like some of the buildings for the mechanicus have pipes that lead and terminate in thin air, or have invisible facings where you can see inside of what's supposed to be a closed model. It's a damn shame because its one of a few things about the mechanicus dlc that does make it feel like production value was a little bit lower than the previous dlcs.
