Report a translation problem
there will be several folders with workshop items from different games. Look for the folder that has a modification date that is very recent (when you played CMS21) to quickly see which folder is the cms21 folder.
Insider there will be more folders, for the different mods. Each mod subscribed to will have its own folder.
I would make sure you can verify the files when you check the settings for cms21.
Also, try disconnecting (logging off) from Steam and re-logging in.

cms21 mods really can't break the game. More likely a Steam cloud saving issue.
Okay. I did find and delete those folders. I'll try disconnecting; that's one I usually forget to do! LOL I'll also try verifying the files. Thanks!
At very worst, you will have to uninstall, reinstall the game. Not use mods, and enjoy it as it is until you figure out what caused your problem. Certainly avoid those mods.
Steam cloud is often unreliable at best, it is advised to make a local backup of your save files, maybe at the end of each major playing session.
Problem is, I can't find a save folder for this game. It's not under My Games, it's not in the Windows Saved Games folder nor in it's own folder. ???
