Request for Mod to Disable Urban Center Coal Lights
Did/could someone make a mod to disable the upgrade of urban center lights with coal. I find that the AI loves to do that, instead of using the coal for the actually useful building upgrades like boilers.
The electric ones are cool. It's just the AI makes some really poor coal use choices and this should alleviate that.
