Workshop Item Revenue Sharing

Steam show a "Payment Information Required" message. Do I still need to fill this out if I do not wish to gain any revenue from my skin?

You still have to fill that. It's something Valve decided and it counts for complete steam, not only payday.

You will still need to fill out the form just to have your skin visible on the workshop. OVK do not use this system personally, but Valve still requires it.
