This is more than likely, a specific file required isn't located where it's meant to be, this could be an xml, a texture file, or a screenshot for the skin itself.

If you can double check to ensure all the files are in the correct locations, and then try to re-submit.

If that fails, try and create a quick temp skin, and see if that one uploads.
