Content pack properties silly question

Why is it that I can edit the base content packs (like DMS and Dragonfall) but not the UGC content pack properties?

cooked vs uncooked - cooked has protection against changing anything - uncooked doesnt - UGC is cooked by default, so makers have to use 3rd party sites to host files for download - if they want to post uncooked UGC

im not sure i understand 'cooked' vs. 'uncooked', unless it's referring to some kind of DRM that protects the original files.

yeh 'cooked' is a content pack that is published in the editor and has some encryption involved? - 'uncooked' is the pack before publishing - a zip file of the entire folder - that can be shared freely if uploaded to 3rd party storage sites. something i guess HBS included to help protect the hard work of UGC creators
