No, the number of placed holes/spawns is irrelevant.

Most times this comes down to the map name and/or description, easiest option to try is changing both to a simple single word or alphanumeric string, no spaces, dashes, accents, umlauts, whatever. You can change both after successfully publishing it on the workshop.

If that doesn't help, try changing the PublishID in the map file located here: \Users\UserName\AppData\LocalLow\Team17 Digital Ltd\Golf With Your Friends\CustomLevels\MapName

Make a backup, then open the file in a text editor, the PublishID should be near the top, change it to another 10 digit numeric string, like 1234567890, save the file. Load the map in the GWYF editor and try to publish again.
