Make game before system is released as launch title?

I think this would make sense to add in, as it is a well-established practice in the gaming industry. For example, when the NES is announced in the start of the game, you would be able to make a game before the NES is released, and the game would be available once the NES was put on sale. If there are any mods that already add this, can you give me a link?

Has anyone made any mod that allows development for announced but unreleased consoles? If not, it seems like possibly an easy mod to make so maybe I'll look into how to mod if I find time.
