You can manually delete the broken audio file using Windows File Explorer. This should allow the mod to be loaded again.
To quickly get to the mod's files you can open another mod, right-click inside the Asset browser and choose "Show in Explorer". Now navigate up two folders to the "WorkshopMods" folder and there should be a folder named after the broken mod. Inside this folder, go into "\Assets\Audio\" and delete both the broken audio file and the corresponding .pmeta file.
This should let you open the mod in the mod editor.
