Adding new state resources

The way I currently know to add new resources to the game is by modifying the file in /map_data/state_regions. But it looks like this will overwrite any other mods that also modify this file. Is there any way to avoid this problem or the game only allows one mod that change the basic information of states

Go into the mod files that overwrite this file and change the values there maybe.
