For those people much more capable of modding than me, would an Unhallowed Metropolis total conversion mod be feasible for Victoria 3?

For those that don't know, is a Neo-Victorian setting that takes place 200 years after a zombie apocalypse that took place in 1905.

Culturally it is still very much a Victorian setting with one's social standing being more important than the zombies, or 'animates' as they are called.
