There's a mod call the Coyote's Mission mod, but I don't see it on workshop. Might only be on nexus mods. Might want to give that a go.

there is another mod called BetterMissionChoices that lets the merc faction/comstar/outlaws/perphiphery be employers/enemies black inferno is also included but only as enemies, has other stuff too like it allows you to edit how many star systems in a cluster generate missions/how many missions per star system difficulty of missions etc etc
