how do i activate modded characters?

i installed the gunslinger mod but when i want to start a run he doesnt show up
how do i get him to appear?

Launch game from library to play with mods. Checkmark basemod, stslib, and hermit.

Although perhaps you're confused about downfall in general. You can't play downfall runs with heroes unless you allow it via the mod's config menu in-game.
