Can you post custom maps on the steam workshop without owning the game?

I'm probably gonna buy the game in a few days but in that time can i post custom maps on the steam workshop? (I know how to make maps and if you dont know read the guide that JokuPelle, the devolper made)

And they were never heard again until... NOW! You can't post a game but there is a version for free it just doesn't have the workshop and etc.
