Yes, that's what I thought too and tested it.
If the Loading Station is connected with the Water Tower, it reads:
"resources availabe from Water Tower 300 m^3"
If a pump is inbewtween Water Tower and Loading, it reads:
"resources availabe from water pump 2 m^3"
And the pressure doesn't rise... and so, no matter what: A truck is never loaded to full capacity. It loads never ever more than what is stored in the Loading station.
Disclaimer, sorry I forget:
All above holds true for Water Trucks coming to load automatically from some City Maintanance station. So maybe the proble is to be found in the manintanace stations?
