I'm experiencing the darnest thing. I tried many different things with setup but the map always load with the defeat window. When I observe the game in Pitboss mode I see no players, only roaming barbarians. No City States, either. Anyone know what's wrong with my map?

Btw, on the previous map I made I added city states but when I boot a game there are only random city states in random locations. Wonder if it's possible for the ones I added to properly appear
