Help Missing hlvr_addon Folder
Recently replaying the game and none of my mods are working. They show up in the addons menu ingame, but enabled or not, they do nothing. I've tried validating my files, reinstalling the game, unsubscribing and resubscribing to the mods. Nothing works. So I looked into the files and did a bit of googling on where the addons are supposed to be stored. \Steam\steamapps\common\Half-Life Alyx\content\hlvr_addons is where they are supposed to live according to the Valve Developer Community website. So I look into my files and notice that I lack the content and this hlvr_addons folders. They do not exist. I don't know what to do at this point. My next thought would be to create the files myself, but I don't know where to download the mods other than the workshop. Can anybody help me? Please. Thank you.

the Mods should be stored in .... \Steam\steamapps\workshop\content

If you create own Mods, they are stored in the hlvr_addon folders (until you upload it and then subscribe yourself for example. then also your own mod will be saved under \workshop\content)

what you can try would be :

make a backup of workshop\content . Then delete the folder content. Since Steam syncs with the cloud, the data should be refreshed and re-downloaded. Idk if that work

No dice. I have no idea what to do about this at this point.

I wouldn't mess around, I would unsubscribe all mods, I would go into Alyx once in offline mode (without Internet) and I would sync the new cloud data with the pc.

I would try creating the folder yourself, and then launching the HL:A workshop tools. You can get them as free dlc for HL:A.
