2. This we can change.
3. Cannot change price effectively. The game calculates the value of items based on materials used to make the item multiplied by the quality of the item.
4. Technically it is possible to add steps to the manufacturing process, but as you said yourself most NPCs are carrying these, so getting them will always be easy.
Maybe this nerf mod suits your need?

So, may be its possible to make patch for this mod to change values for smth in the middle of it and vanila? or 60% vanila. Currently its just insane buth with proper tweaks for values it can be exelent
im not familiar with FCS, is it hard to make such edit?
Before anything I suggest you take a copy of your mods.cfg file inside the Kenshi/data folder. That is your mod list in mod load order and this process below empties the list.
Step by step
1. Google steam on your web browser and navigate to Kenshi worksop page
2. Search for the mod you installed
3. Click open said mod page
4. Copy the numeral part of the mod page address
fe the 1589660000 from the address https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=1589660000
5. Go to your Steamapps folder in your computer
6. Search for the 1589660000 (the number you copied)
7. Open the file location and copy the folder named 1589660000 (the number you copied)
8. Navigate to Kenshi folder and inside it the mods folder
9. Paste the folder you copied in there
10. RENAME THE FOLDER. Rename the folder and all three items in it the same, a name you want. Fe. The Mods original names was 'Luggage' the folder would have
_Luggage.img
_Luggage.info
Luggage.mod
rename all three and the parent folder something else. I am lazy so I just add a letter to them. So: _LuggageB.img _LuggageB.info and LuggageB.mod and the folder LuggageB. It is important to have the _ in front of the .img and .info names. And name the folder with LuggageB.
11. Open Kenshi game, deactivate all mods and activate your new LuggageB (orwhatevername you gaveit)
12. start a new game (it saves mods) and close it whenever
13. Open Kenshi game and the FCS (game editor) click open folder (if it is not already open) and make sure only the LuggageB is tagged on the window below. Do not untag anything on the window above.
14. You are now ready to edit the mod.
Alternate method from step 11:
11. Go in your Kenshi installation folder and double click Forgotten Construction set open.
12. Use the 'toggle selecting all mods no mods' button on the right to untag other mods.
13. Find the name of the mod you want to edit (LuggageB) on the list and tag it.
14. You are now ready to edit the mod.
in FCS
On the top click on the 'Changes' tab to see what individual changes that mod does. That is the fastest way to find the values you wish to edit.
But you can find the medkits also in the items listing on the left (under game world). It looks like the items list window is too short from its frame, but the space between the frame and the list is actually a search bar. You can type on it to find a specific item.
What is the difference between the two methods to open FCS? The first method opens the Steam-connected FCS. Pro: you can upload the mod to the Workshop Con: you cannot have Kenshi game open at the same time.
The second method opens non-steam connected FCS which has the opposite pros and cons.
To actually see the changes you made to the mod, do not forget to untag the original mod from the mod load list and tag your new one (you can actually just open the mods.cfg file and paste your copy of the original list to it and then rename the original Luggage.mod entry with your LuggageB.mod text and there you go.)
I have def noticed a difference at low levels.
I have considered making a 50% and 10% version, that would indeed be harsh.
