“This vehicle check-point is not accessible from any world entrance tunnel!”

I just reinstalled after a very long hiatus. I cannot get the Security Checkpoint between public and service roads to work. I get message “This vehicle check-point is not accessible from any world entrance tunnel!”. The roads are connected. I am sure I am missing something simple. HELP

most likely somewhere along the road you mixed service and public roads - if you did then at the point it occurred there should be a visible white line where it starts - sometimes it is hard to see unless you zoomin - sorry i know this is long ago but someone else may have the same issue
