Since both ETS2 and ATS variants are gone from the workshop, my guess as to why this is the case is because well... the mods are third party and have nothing to do with SCS, so are not entitled to any support from SCS. Very rarely can a mod actually cause a bug with the main game itself, but I think I've only ever seen this happen twice across both games.
And since the message is there for a reason, this could give someone a false sense (despite warnings on the workshop page, but that alone won't save anything) of a user not using mods, when in fact, they are.
My thought process on this was that even if they DID end up sending their game into support, this mod would alert the devs that this game was in fact, modded. As each save game includes a list of mods that were loaded and will try to "save" you from loading a game with a missing mod.
If these are not allowed on the workshop, I can completely understand that. I just would love to be able to upload my economy mod to the workshop.

Otherwise try to contact a moderator directly.
You just need to look at the discussions after an update and see all the "the update broke my game" posts to see that people don't pay attention to the warnings or read mod descriptions either.
As far as uploading other mods goes, Steam automatically bans you for 24hrs per banned mod. So you'll be able to post late Friday/Saturday.
The rules do ban porting trucks (probably licensing reasons) from one game to another.
Personally I think it's a bit daft given Steam Inventory stuff is all in the base game and can be enabled by anyone rather easily, but it is what it is.
Yeah I do also. I realized it is really just one line specifies if it is a workshop item. Surprises me that the check is not hard-coded. But also if you do the digging and discover how easy it is to enable an item you don't have, I think you have earned the "rite of passage" to use it yourself.
