I think it is just the same as your supply... so 3 pts is one infantry rifle squad? So 10 would be pretty small, 40 would be moderately big. In my first mod (Mojave 11) I think I used four waves, two were 60 each then the last two (tankers and spitters I think) were much smaller (~12) to keep them manageable.
