I have been working on a custom scenario in which the world has previously experience a plague and radically changed the way the world works, which countries are rich and poor, and the use of travel. It all works well except for one problem. For some reason, even when the world governments put 100% focus on a cure, the cure never advances past 0%. In fact, the cure page says the cure has not begun, but the countries' pages says they are working hard with research funding 10. I know I'm not using cheats, so does anyone know what the problem could be?
