It is the province equivalent of min_autonomy (which is the country version). So it is what you are looking for. However the game is a bit weird with min autonomy: It doesn't properly combine local and global ones and just takes the highest of either and sets the min autonomy to that. So e.g. if you have 30 global min autonomy and 20 local in a province, it isn't 50, but 30. if you have 30 global min autonomy and in a province it has 40, then it isn't 70 but 40.
So reducing local autonomy does only really work if the current autonomy is caused by local autonomy as well (e.g. in territories), but not if it is caused by global autonomy (e.g. corruption).
