City states only having a radius of 1

is there a mod that does such a thing? can i do it myself? like so a city state only owns tiles right next to the city, thereby not occupying as much space.

yeah it's called play the world map pack. after the mod is enabled it's in advanced options under "play the world options" when you are setting up the game.
