Is there a way to slow down training exp rate?

Just wondering if its possible to slow training rate specificlly for training dummies or items like them, I wanted to have a much higher potential cap but a much slower exp gain, but didnt want to touch the exp rate you get from activities besides the training items.

No, unfortunately there is only one global value of xp gain, the exp gain multiplier. However you can try to change the production multiplier of the training function. That works for bed healing, so in theory should also work with training. Have not tested it myself, please report back what you find.
