I was dissatisfied with the current selection of topics mods because they all have one (or both) of these issues:

1. No icon images, which looks bad next to the vanilla game's topics
   
2. Adding topics that are already represented in the vanilla game (ex. crime, war) or are thematically inconsistent with the vanilla game's tone (ex. drugs)

So, I decided to make my own mod with a curated list of topics that I'd actually want to use, and unique icons for each topic.
