So I'm just getting into this game on PC (played through the campaign on PS5 already) and I'm downloading mods. Most mods seem to have worked just fine, but there's 2 that refuse to apply.

Better Pilots and the hover over starmap info mod, I forget the names but their the most recommended ones.

When I go to my mod list in game, I select them, it tells me I need to restart to apply them, but when I hit escape to restart, they get unselected. I can't figure out why it's only those 2, and how to get them to stay applied for me to restart.
