Modded FPS Problems

Got about 20 mods loaded and from The first start of my recent save it has been fine, Between 50-60 frames for a few hours. Exit game and come back and I cant get above 17 frames. I have turned off all of my forges and stuff to try and help reduce demand. Flown over to an empty part of the map and everything. Cannot get over 17 frames?
Very confused as it was fine the first time and now it feels barely playable?
My Usages arent going over 50% for either CPU, GPU or RAM so i cant see an obvious bottleneck.
Any help would be great

There are many potential areas to cover. Intel is having a few CPU issues. This can also affect any video cards using these Intel processors. There is possible load order issues but unlikely since it was working at first. Check out the video from Level1Techs called 'Intel has a Pretty Big Problem'.
The way I understood the video is that these affected CPU's fail over time when placed under a very heavy load.
