How to add custom tracers onto workshop sword

Idk what it's called but i guess i'll go with tracers.
Could anyone instruct me or send me a link to a tutorial on how to add custom tracer effects to swords made in blender (if software matters)
Any help would be appreciated

Tracers are a .vmt and .vtf. I forget the orientation. This[dl.dropboxusercontent.com] was in my dropbox, hope it proves useful.

Thanks, got an understanding of how it works but when I tried to test adding a tracer I get a file path validation failed error
Any idea what that is?
