Umbrella for the people?

[Not to be taken too seriously]
Is there any mod that puts an umbrella in people's hands when it rains?
It rains every few minutes and people run through the street without an umbrella, is that healthy :-)

And when there's a tsunami they just ignore it and stay on the beach. lol

That sounds like the people in SoCal back in the mid-80s when there was a tsunami warning. People actually went to the beach. Luckily, it was miniscule and not a large one. People even then did not have any sense.
