Its easy, you have to MANAGE it along with squalor, crime, food etc etc etc. Read what the buildings do and do the simple math required to balance the peoples needs.

Its not a case of build whatever you want and expect everything to be fine.

Always keep your armies maxxed out, even if just with 3 units so they can enter the patrol stance. Keep patrolling until the PO penalties for devastation/foreign culture, and make sure every province capital has a temple and aqueducts.

It's not literally unplayable.

It's daunting at first but if you read the guides on their websites it starts to make sense. In a nutshell - use the games option in the politics screen.
