Sooo, after fooling around with debugger, I've discovered that there is actually a way to hit on somebody. Actually, when looters try to extort your toon for cash, you can try to offer them something else in payment, which they will usually refuse unless they like you.

This puts your own character relation to the extorter as "In Love with:" smh.

It seems like a skilled modder who has a grasp of interaction scripting could actually make this happen - making a mod with dialogue options to threaten, insult, lie, compliment, and flirt with other toons, as code solutions already exist within the game.

I believe we could even initiate feuding with random strangers by simply issuing challenge, and kick their asses without starting a war.
