Well that thought won't help now,as the game is out of development since2019.
To mod launchers isn't easy.
I tend to finishg ames or stop playing them, but i see your point regarding mod combinations.
I create seperate (documents) folders for big mods like AGOT, but i also have seperate settings.txt files inside the CK2 folder in Documents and rename them accordingly when out of use. Not that much effort, especially once you got used to do it. The settings.txt file saves the mods you used, hence why they are still checked the next time you open the launcher, but be aware that it doesn't delete the ones you unchecked and moved or deleted.

I never used it, but Java is allegedly included in the download and program on the github platform, so no special action should be required. The documenation looks all explaining.
Looks like the mod supports additonal languages
